Renouncing Indian citizenship in Belgium or Luxembourg: the two-step process (2026)
Updated , checked against official Embassy and Consulate sources.
If you became Belgian or Luxembourgish, the Embassy of India in Brussels handles your case in two steps: first a Section 8 renunciation declaration (Form XXII) on the MHA portal, signed in front of a consular officer and vouched by a witness who holds an Indian passport or OCI card (not your spouse); then, once the Renunciation Certificate arrives by email, the Surrender Certificate. The combined fee is EUR 94. A fresh OCI costs EUR 254.
Step 1: Section 8 renunciation declaration
- Apply online at indiancitizenshiponline.nic.in (Declaration of Renunciation of Citizenship under Section 8). Details must match your Indian passport, and the form can't be changed after submission
- Print Form XXII and have it vouched by a witness with an Indian passport or OCI card. Your spouse can't be the witness
- Sign it in front of the Consular Officer at your appointment
- Children holding Indian passports are listed on the parent's form
Step 2: Surrender Certificate
After the Ministry of Home Affairs accepts the declaration, the Renunciation Certificate is emailed to you. Then the Surrender Certificate is issued for your last Indian passport. Brussels doesn't publish a processing time, so allow several weeks.
Where to submit
- Belgium: in person at the Embassy in Brussels with an online appointment (10:00-12:30, one applicant per slot, bookable up to two months ahead)
- Luxembourg: at the Consular Desk in Luxembourg (online appointment, cash only, EUR 15 courier per application, no printing on site) or in Brussels
- On Indian government portals, Luxembourg residents select Belgium / Brussels as the mission
Documents
- Form XXII signed by you and your witness, plus the miscellaneous service form with a 5x5 cm photo
- Belgian or Luxembourg passport and ID card
- Your last Indian passport (original) and a copy including endorsements
- Nationality certificate showing the exact date you acquired Belgian or Luxembourg nationality (in Luxembourg, the Certificat de nationalité, one per family member)
- Fee payment receipt
Then apply for OCI
A fresh OCI costs EUR 254 and takes about 60 working days. You'll need your Renunciation/Surrender Certificate, a commune household composition certificate, and biometrics (except under-12s and over-70s).
